How can Elon make Vine better than TikTok?

I don't know the exact story, but I think Tik Tok is owned by a Chinese company and questions about the data it collects is suspect. Twitter may be a better option with Vine to keep it domestic.

Could something on Tik Tok be improved and added to Vine? (I never had a Tik Tok account so no idea what it is like}
