Ten Ways The US Government Exempts Themselves From Laws That Apply To The General Public

Thinking about the insider trading Congress is allowed to do, wondering what else they're exempted from. “All animals are equal, but some animals are more equal than others.” (Animal Farm)

    1. Freedom of Information Act (FOIA) limits

    While FOIA lets citizens request government records, Congress, the federal courts, and parts of the Executive Office of the President are exempt from it.

    2. Whistleblower protections

    Federal employees have protections, but congressional staff and intelligence community employees historically have weaker or limited protections compared to private-sector whistleblowers.

    3. Workplace discrimination & labor laws

    Until the Congressional Accountability Act of 1995, Congress was exempt from laws like the Civil Rights Act, ADA, and FMLA. Even today, some labor and employment rules apply differently inside Congress.

    4. Health and safety regulations

    OSHA enforces workplace safety standards for most employers, but federal agencies themselves aren’t subject to OSHA penalties—only internal oversight.

    5. Debt collection & financial responsibility

    The federal government is generally immune from debt collection practices and bankruptcy laws that bind private citizens and corporations.

    10. Social Security participation

    Until the 1980s, federal employees (including members of Congress) were exempt from Social Security taxes and instead had their own retirement system. Newer hires are covered, but long-standing exemptions show how government carved itself out.
