Perhaps based on Samuel P Huntington's concept of cultural circles. At the moment it appears that the US is free to attack non-Western states at will, as long as they are not nuclear powers.

Accurate observation and documentation of all wars
7. Transformation of all states into direct democracies
Being unrealistic here. ;)

9. Free expression and protection for inconvenient journalists
