How to keep one of my cats from bullying the other

One of my cats is bigger (nearly 2x) as heavy as the other cat. He gets anxious about something as the evening goes on and he starts jumping on the other cat. A month ago, he had ripped fur out of the neck of the other cat. I wrote a list on this earlier. He’s what has worked

1. Bought them an additional scratching post

2. Bought them more cat toys

3. Give the bully cat more attention and more affection

He’s started to be more active and interested in other things

4. Play with both of them more

5. Hug the bully cat more.

He hates it, but it reminds me that he is just a big fur baby and keeps me from being angry with him
