This is a complex problem driven by drug addiction, mental health disorders, and housing challenges. With such a variety of complex factors playing a role in the difficulty in aiding this population in a way that is efficient, effective, and viable, what are some innovative resolutions that account for:</div><div class='public-DraftStyleDefault-block'>1. <div class='public-DraftStyleDefault-block'>I am not sure I really have much to offer here as my lack of knowledge on this subject is vast.  I will just throw out a couple of ideas and take them for what they are worth.</div>

<div class='public-DraftStyleDefault-block'>The three main causes of homelessness as I see it are:</div><div class='public-DraftStyleDefault-block'>1) Substance Abuse</div><div class='public-DraftStyleDefault-block'>2) Mental illness</div><div class='public-DraftStyleDefault-block'>3) Economic hardship</div><div class='public-DraftStyleDefault-block'>These 3 are often interrelated and thus make the problem more complex.</div><div class='public-DraftStyleDefault-block'>Another prerequisite is to distinguish homelessness from houselessness. Some folks for whatever reason voluntarily choose to live rough, out of doors, and in public spaces. These are the houseless. And while services and assistance should remain available, at no time should they become compulsory.</div>

<div class='public-DraftStyleDefault-block'>Addressing the housing part of this issue... a way to help with housing and promote their economic independence.</div><div class='public-DraftStyleDefault-block'>Many people who are economically disadvantaged and want to improve their situation have the motivation, but not the means, to do so.</div><div class='public-DraftStyleDefault-block'>Also, every city has vacant residential buildings, resulting in reduced tax revenue, neighborhood deterioration, and increases in crime..</div><div class='public-DraftStyleDefault-block'>The “trades” – construction, electrical, plumbing, HVAC – are hurting for workers.</div><div class='public-DraftStyleDefault-block'></div>
